The white paper pointed out that the people's rights to health protection have risen sharply. The number of medical and health institutions increased from 169,732 to 983,528; the total number of health personnel increased from 7,883,000 to 10,693,900.

China has established a unified system of basic old-age insurance for both urban and rural residents across the country. In 2015, the number of people participating in basic old-age insurance in the country was 858 million and that of urban and rural residents was 148 million.

As of the end of 2015, China had established a number of 1.336 billion basic medical insurance users, including basic medical insurance for urban workers, new rural cooperative medical insurance and urban residents' basic medical insurance, and insured The rate of reimbursement of inpatient medical expenses within the scope of the basic medical insurance for urban workers, the basic medical insurance for urban residents and the new rural cooperative medical system was above 80%, over 70% and around 75% respectively.

At the same time, the minimum subsistence allowance for urban residents increased from 849,000 in 1996 to 1701.1 million in 2015. The minimum subsistence allowance for rural residents increased from 2.658 million in 1999 to 490.36 million in 2015.
