Shandong plans to further improve the TOU electricity price of electric vehicle charging piles

In order to encourage residential users to participate in power peak shifting and valley filling, the Provincial Development and Reform Commission recently issued a notice to solicit opinions on further improving the time-of-use electricity price policy for residential electric vehicle charging piles. According to this notice, our province intends to further subdivide the charging peak period of electric vehicles into four periods: deep valley, peak period and trough period, in which the charging cost increases during the peak period, the charging cost remains unchanged during the trough period, and the charging cost decreases during the deep valley period and peace period. Xiaobian noted that this means that the difference between peak and valley electricity prices will be further increased, and it is expected that peak-avoidance charging will become a choice for more people.

Charging during peak hours will cost four times as much as during deep valleys

According to the "draft for comments", the scope of implementation of the electricity price policy is: the State grid Shandong Electric Power Company directly reads meters and charges to residential households, residential communities, and electric vehicle charging piles set among non-resident users who implement residential electricity prices.

It is understood that our province intends to divide the charging period into four periods: deep valley period 10:00-14:00 (January - May, September - December), peak period 18:00-22:00, trough period 22:00- 8:00 the next day, the rest is the usual period. On the basis of the current electricity price standard (0.555 yuan per KWH), the deep valley period will be reduced by 0.333 yuan per KWH (including tax, the same below), the peak period will be increased by 0.333 yuan, and the trough period will be reduced by 0.17 yuan. That is, the electricity price in the deep valley period is 0.222 yuan per KWH, the electricity price in the peak period is 0.888 yuan, the electricity price in the low period is 0.385 yuan, and the electricity price in the normal period is 0.555 yuan.

In other words, compared to the previous, the peak period of 18:00 to 22:00 electricity price increased to 0.888 yuan, while the trough period of 22:00 to 8:00 the next day is the same as the previous valley segment electricity price, still 0.385 yuan, and an increase of 10:00-14: During the deep valley period of 00, the price of electricity is reduced to 0.222 yuan, and the price of electricity in the normal period is the same as the current price, which is 0.555 yuan. More people or choose peak avoidance charging

Calculate an account, compared with the current peak and valley electricity price, in the trough period from 22:00 to 8:00 the next day, the charging fee of resident electric vehicle charging pile remains unchanged, and the charging fee in the peak period from 18:00 to 22:00 every day increases by 60%, 10:00-14 every day: The charging fee for the deep valley period was reduced by 69.3%, and the charging fee for the normal period of 8:00-10:00 and 14:00-18:00 every day was also reduced by 30.6%. Due to the further widening of the peak-valley electricity price difference, it is expected that peak-avoiding charging will become the choice of more people.

The notice also makes it clear that the residential electric vehicle charging pile time-share price policy is voluntarily chosen by resident users, and the power grid enterprise will replace the time-share electricity meter free of charge, and the adjusted electricity price policy will be implemented from the next month after the application. The users who implement the residential time-of-use electricity price policy take the annual cycle and do not adjust it within one year. If you do not choose, the price shall still be priced in the original way.

The notice requires that the State Grid Shandong Electric Power Company complete the adjustment of relevant metering equipment within two months after the issuance of this notice. Before the completion of the adjustment work, the relevant user time-sharing time and electricity price standards will continue to be implemented in accordance with the provisions of the Notice on Improving the Policy of residential time-sharing Electricity Price (Lufa Reform Price (2022) No. 158). Users who have chosen to implement the time-sharing price can apply for the restoration of the fixed price (0.555 yuan per KWH) 5 working days before the implementation of the new time-sharing policy, without the one-year limit.

The operating units of electric bicycle charging (changing) electricity facilities directly supplied by power grid enterprises in residential communities may voluntarily apply for the time-of-use price policy. The specific time period and electricity price standards shall be implemented in accordance with the provisions of this notice.
